Abstract

The cosmetics industry plays a crucial role in personal care and consumer confidence, with increasing demand for safe, transparent, and innovative products. Regulatory bodies in key markets such as the US, EU, Canada, and Australia ensure product safety, ingredient transparency, and compliance with evolving standards. In the US, the FDA’s Modernisation of Cosmetics Regulation Act (MoCRA) represents the most significant update in over 80 years, mandating facility registration, product listing, adverse event reporting, and stricter oversight of ingredients and manufacturing practices. The EU enforces Regulation (EC) No 1223/2009, which requires comprehensive safety assessments, detailed labelling, and product notification through the CPNP. Canada’s Health Canada mandates bilingual labelling, ingredient restrictions via the Cosmetic Ingredient Hotlist, and product notifications. Australia regulates cosmetics mainly under the Australian Industrial Chemicals Introduction Scheme AICIS and the Therapeutic Goods Administration (TGA), focusing on chemical safety and import controls. These regulatory bodies play vital roles in safeguarding consumers, ensuring product efficacy, and fostering innovation, while manufacturers must navigate these diverse and increasingly stringent frameworks to maintain global market access.
